Prudhoe Town Council has formally objected to the proposed construction of 65 residential dwellings at Highfield, citing significant concerns across several key areas. The objections draw on issues raised during the Planning, Contract and Works Committee meeting held on Thursday 9 April 2026.

Highway Safety & Traffic Impact

The Council considers the development to pose unacceptable risks to road safety and traffic flow. Key concerns include:

  • Increased vehicle movements on roads already experiencing congestion.
  • Heightened danger to pedestrians and cyclists, particularly children travelling to and from Highfield Middle School and St Matthew’s Catholic Primary School, both located directly opposite the site.
  • Lack of safe crossing infrastructure and absence of a school crossing patrol.
  • A traffic survey undertaken during school holidays, rendering the data unrepresentative of normal peak‑time conditions.
  • Anticipated disruption from construction traffic on an already constrained network.

The Council requests that a new traffic survey be carried out during standard school operating hours.

Infrastructure Capacity & Strain

The Council is not satisfied that the development can be supported by existing local infrastructure. Concerns include:

  • Utilities: Potential insufficiency of water, drainage, electricity, and broadband capacity.
  • Drainage: Increased pressure on surface water and foul drainage systems, risking overload and localised floodin
  • Education: Likely increase in pupil numbers placing additional strain on nearby schools.

  • Waste & Public Services: Increased pressure on waste collection and wider council services without mitigation proposals.

Sustainable Drainage Systems (SuDS) Concerns

The Council highlights risks associated with the proposed secondary SuDS feature, including:

  • Potential for residual flood risk if systems are undersized or fail.
  • Risk of overland flow affecting neighbouring properties.
  • Long‑term maintenance requirements and uncertainty over management arrangements.
  • Possible ground condition constraints affecting infiltration performance.

Previous Planning Decisions

The Council notes that earlier applications for this site were refused in 1974, 2001, and 2004, reflecting long‑standing concerns about the suitability of development in this location. These historic decisions are considered materially relevant and should inform the current determination.

Environmental & Conservation Impact
